Chiusura P.Iva mai utilizzata

Salve
Ho un grosso problema, se potete aiutarmi a risolverlo.
Nell'Ottobre 1988 con altri amici abbiamo costituito presso un notaio una Associazione culturale (ed io sono stato nominato Presidente) sperando di poterla utilizzare per diffondere la cultura del Teatro.
Sempre nel mese di ottobre 1988 abbiamo aperto la partita iva, purtroppo come spesso succede, avendo gli altri soci trovato lavoro, ci siamo disinteressati dell'Associazione.
L'altro giorno sperando di utilizzare quest'Associazione per una mostra benefica di quadri (e quindi aprire un codice fiscale) ho avuto l'amara sorpresa di accorgermi che non è mai stata fatta la chiusura dell'Iva e naturalmente nessuna dichiarazione nè dell'iva ne' tantomeno dei redditi.
Adesso a distanza di anni posso chiudere la partita iva retroattivamente al 31/12/1988?
Se si posso richiedere un codice fiscale in quanto non utilizzata per fini commerciali?
dovrò pagare sanzioni per le dichiarazioni mai fatte?
