Rivalutazione terreno ereditato

Nel 2003 ho ereditato un terreno classificato nel PRG come "Nuove espansioni residenziale-in ambito PL soggetto a piano attuativo da convenzionare".
Ora sembra che nel giro di un anno si possa giungere all'adozione-approvazione e firma della convenzione col comune: nel caso volessi vendere devo valutare la plusvalenza che ne deriva (nell'atto di successione il terreno era valutato circa 100 euro/m2. Mi trovo davanti a due possibili soluzioni:
a) effettuare la rivalutazione 4% del terreno prevista dalla finanziaria 2010.
b) aspettare la firma della convenzione della lottizzazione e seguire quanto indicato nella risoluzione dell'agenzia delle entrate 319/E del 24 Luglio 2008.
In questo caso dovrei sempre far fare una perizia di stima giurata sul valore nominale del terreno alla data della firma della convenzione e la plusvalenza si ridurrebbe di molto.
La soluzione b) è interessante ma ci possono essere rischi ?:

E' vero !
E' molto interessante e conveniente; io ci ho già provato: sono in contenzioso avanti la Commissione Regionale.
L'Ufficio non ha accettato il valore che ho determinato con riferimento al quinto anno antecedete l'inizio della lottizzazione.
Vai per il 4%, é una occasione.
